Adding an ESIB-8 to existing system

I need to add an ESIB-8 to a Electra Elite IPK cabinet. It currently has one esib-8, a cot-4 and a sli-4. my question is do I need to power down the cabinet to add the card? and once the card is installed do I have to go to 7-1 to add it in programming? once that is done i figure i can go to 6-4 and copy current exts to the new required ports.
 
The interface cards on that system are hot swapable and self learning. Just plug it in to a vacant unassigned slot. Then go to 7-1 to see what ports it assigned. Go to 4-10 to find the extension numbers.

I installed the new esib-8 card in slot 2. Existing esib8 in slot 1
and sli 4 in slot 3. It didn't recognize so I programmed ports
13-20 in 7-1 and programmed Exts 112-119 in 4-10. I still have
nothing at the 66 block.
Any ideas?
I do have active led flash.
 
I figured out the new card is a ESIB8-U20 and the old card is a ESIB8-U10. The new -U20 card has a strap on it to select whether the card is a -U10 or -U20. By default the strap was in the -U20 position. Since the original card was a -U10, I changed the setting and the phones came right up. I had already programmed everything so they were working as programmed. Hopefully this will be helpful to someone else that may encounter the same problem installing a new card.
