Adding a win 2003 AD to a 2000 network

I have a windows 2000 server running Active Directory. I am adding a new win 2003 server and want to move the Active Directory to it. When I try installing AD on the 2003 machine I get an error that my 2000 AD does not support adding a 2003 AD to it. Why?
 
Also, when I remove a users LocalAdmin rights they cannot log onto their machine. Is this a GPO that I have misconfigured? How can I fix this?
 
I just did the same thing, "Note" make the DNS of the 2003 point to the 2000 server, Follow the link from mlichstein.
I used "Windows Server 2003 Deployment Kit", it has all the steps needed under "Upgrading win 2000 Domains to Win Server 2003 Domains". do a search at microsoft.com.
