Added new digital card - port status says 'p'

I cant assign a phone to any ports in the new card

I added a TN2181
How can i change the port status from 'p' to 'u' in "list config all"

Does 'p' in this case stand for personal station access ?

DISREGARD - I was able to assign the phone to the extension regardless.
