Add User in older CM1 thru CM3 1

Having memory lapse on adding a new user in older CM SW loads - CM1 - CM3. All good on CM4 and up.

Just need to add "dadmin" from browser or CLI.

These commands do not work in the CLI.

I believe that these commands have to be entered using the SAT interface.

On a fresh CM2 SW install ... I cannot find a default login to gain access to the SAT. The craft and root logins do not work.
