Add Shortcuts to All Users folder & make permanent

I know how to add shortcuts to the "All Users" folder easily enough, but how can I keep users from deleting them? When a user deletes the shortcut from their desktop profile, it also disappears from the "all users" folder. I want to make it so that every user has all the shortcuts on the "All users/ desktop" folder that I specify, and cannot delete them, even on their own profile.

In CMD mode, use attrib +R *.lnk in the \All Users\Start Menu folder to make the shortcuts read only.

 
Set security on them to read only? (for non-admin users)
 
What if I want to do that on the desktop? I don't want to place the shortcuts in the Start Menu. thanks
 
I'm not having much luck with the attrib command. I understand it, but it doesn't achieve what I need unless I'm missing something. I want to make desktop shortcuts permanent so no one can delete them.
 
There are group policies that can prohibit users from making changes to the desktop.

Start/Run/gpedit.msc/User Config~/Desktop
