Add Button Greyed out in Trusted Sites setup in IE 6

I have a system where the client came in and installed SW on the server and as a part of that was IE 6. I am the admin for the box and have the local admin signon but when I signon and try and do a windows update I get the message about active x and scripting and to add the site to the trusted sites list. I go into the trusted sites and the add button is there but grayed out.

Any thoughts?

What Operating System?

Check the following registry keys to make certain a restriction isn't in place:

HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\Control Panel
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control Panel

Value = SecAddSites

Setting (REG_DWORD) should be 0
 

It is MS Server 2000. There is not a registry key for SecAddSites. I have made sure that all the registry keys are set for 0 that are listed and still have the problem.
