AD Users pointing to BDC, not PDC 1

This has happened twice in a row now, and I can't for the life of me figure out how to fix it. After installing Exchange 2003 on a single server in a multi-site domain, the AD Users & Computers snap-in defaults to a backup domain controller -- one that happens to be at a remote site with a slow link to the main office. Due to a rights snafu, I had to completely rebuild the server and start from scratch, and the second time it picked a different, still remote DC that operates on an even slower link!

I can, of course, right-click and connect to a local DC, but the change doesn't stick. Where can I go to change the default for this so that I'm doing my Exchange stuff on the local (primary) domain controller? The DC I want, by the way, is designated as the global catalog server...
 
by default, u suppose to connect to the local DC in your site, but, sometime, it doesn't , i will check ISTG setting on dssite.msc. clue? it should pointing to local dc in the local site.

make sure that you sites and service has the correct IP subnet address assigned to the correct sites.

In dns under your _msdcs the GC folder you will see the global catalog entry for each site.

make sure that the DC's have to correct settings under the NIC config. If you are using WINS then make sure that it is entered.

When a client is not logging into the their local DC is either a mis-config in Sites and service or in DNS
