ActiveX Viewer issue with Multiple pages

Running into an issue with the ActiveXviewer. I am using a third party tool to generate a rpt file and then using a simple redirect on the web to allow the enduser to view the report. I am using CE 8.0 on the server. What is happening is that on some clients the redirect opens the report and downloads the activexviewer.cab as expected, but if the report is over 1 page it will not print, export, or show on screen page 2 to the end.

And that 'third party tool' would be what exactly?

The third party tool acts a a go between to the database, and will generate the rpt file. The generatated file works fine on the local PC with CR 8.5 and some workstations.
