ActiveX Viewer is unable to create its resource objects Error

We have CR9. We are using it to view reports on the web using the ActiveX viewer.
When a new user trys to get a report, the ActiveX viewer is supposed to be downloaded. During the first two weeks this was happening, but now a new user trys to get a report and the viewer is not downloaded. There is no prompt. Only the Red X and the message "The Crystal ActiveX Viewer is unable to create its resource objects." is displayed.
This is happening to any new user we try. They are all using Windows 2000 Professional. We have logged in as a local administrator and still get the error. We have checked internet settings to make sure that downloading the ActiveX control is allowed.

Any ideas?
 
Did you make sure that the required DSN is created on the new users' machine?

It turns out that the users trying to get to the reports the first time were not local administrators on their computers. For Windows 2000, a first time user must have local administrator rights to download and install the DLL's. After this, all users on the computer can load the reports.
Crystal Decisions knowledge base articles indicate that a message should appear notifying the user of this. Though the message did not appear, it was still just a matter of having a local administrator login and load the report.
 
The error message you are receiving is coming from the server side. Make sure that the virtual directory structure hasn't changed and that the "viewer" and "crystalreportviewers" virtual directories are mapped correctly. This "accident" usually happens when integrating CE into an existing web site.
