active window under cursor

I'm running XP Home, and I find it maddening that the active window changes as you move the cursor. For instance: let's say I have two Explorer windows open, not maximized. When I roll from "one" to "two", "two" becomes the active window. I know this is supposed to be convenient, but I want to click on "two" before it becomes active, just like in Win98. I can't find any way to control this. Any help?
 
EXCELLENT! TweakUI did the trick, and I already had it on my system!
