I am trying to delegate permissions to Active Directory for a specific Security Group to create users. They can create users, but not the Exchange Email portion of the user creation.

What group has permissions to add a user to exchange?
 
Probably you have to delegate the group as "exchange administrator" in order to created mailboxes (not exchange full administrator). By the way, what error message did you get? Have you installed the Exchange system manager on those users' computer?
 
I don't have an Exchange Administrator group, the only groups within AD that have Exchange in the name are:
Exchange Enterprise Servers
Exchange Recovery Group
Exchange Domain Servers
Exchange Users


They aren't receiving any errors, it just doesn't show an Information Store to choose from when creating the account.
 
You can delegate the "Exchange administrator" or "exchange full administrator" in the Administrative Group under Exchange system Manager. You can check the Microsoft website to find the difference between them. In addition, you must have the Exchange System Manager installed on the same computer where the users add the AD accounts, otherwise the Exchange options don't show at all.
