Active Directory Error Adding User

I have a group of servers in a production environment hosted in another state. There is only ONE DC(I inherited this mess). The issue that I am having is when I try to do anything with user accounts(reset passwords/add new users, etc). I get the following error:

Active Directory(this is the label to the box)
Windows Cannot complete the password change for 'UserName', the network location cannot be reached. Check with your systems administrator.

Issue 1: I AM the systems administrator
Issue 2: I AM trying to make this change ON the only DC, so how come it cannot connect to itself? Would bringing up another DC work, and be able to correct this?

HELP!
 
I got the same issue when I setup a demolab with 2003. I then noticed I didn't had a dynamic DNS server available.
Maybe this is the issue here..
