ACS 3 Messaging 7, second call rings on Fax Line

Messaging picks up the first call as expected. When a second call comes in on the same line immediately after the 1st call hangs up the call goes immediately to ext 20 (fax) which has been excluded fron messaging.

it just occured to me that the alarm might be the culprit not the fax machine.
