ACS 3.0 not able to break dial tone.

I have a Partner ACS 3.0, 9X48. Intermittanly it won't break dial tone on all outside lines. I put a digit grabber on the line and could see the digits though. Resetting the system get them working again. This first showed up 6 months ago. I had moved the system and installed the cards in a different carrier. So when it first happened I reseated all the cards and verified the ground.
Now this has started happening again almost daily we have to reset the system. I thought the TT decoders were in each module. So why the problem spans all the modules have me stumped. I plan on swapping out the CPU, but have my doubts about if that is really the problem. Any thoughts?

Are you using standard analog lines or is it a Voip circuit emulating analog lines for the Partner? If it's a Voip circuit, it could be why they are locking up.

When it happens, have you verified you can still grab intercom dialtone by calling another extension or voicemail?

When you say you reset the system are you power cycling it or using #728?
 
Reset was perfornmed by turning the power switch off and then back on. I didn't check for intercom dialing capability when this was happening. They do have a VOIP provider with a outside piece of equipent providing voice dial tone. It would break dial tone sometimes but not complete the number.
When this first happened back late last year. I did find a hard copper line and put it on the system for a test. It had the same problem as the VOIP lines.
So then I powered it down and up and problem disappeared. So I told them if it happens again. Turn it off and turn it on and let me know. So 5 months have gone by and they just called last night to say they have had to reset the system five times in the last 5 days. So I haven't see the issue in person lately.
I thought I would go over there this morning and put in an AVR type battery backup to rule out AC power issues.
 
Could be a failing ACS control module (aged electrolytic capacitors). I would swap it with another. Then see if it recurs, but I would suggest you verify that all lines are working properly with a test set. Just to be sure none of them are contributing to the problem.
