I don't know the limit, but to overcome it, could you instead use a link to an HTML file/page?

Thank you for your response.
I found another way instead of Note tool:
using "Text Field Tool", I created a text field intially hidden and used buttons(to show/hide it). Sure the text field limit is much larger than Note.
* I agree with you that using a link is better but the customer insists on having all data inside the pdf file.
