ACDN works 4 digit, not 7 digit

I have an ACDN set up for a little Call Pilot menu. I can get to the menu if I dial the4 digits but not when I dial from outside.

My 59nn block is all VOIP pointed to the main office. So, I don't think there should be a routing issue.

Please help, stumped.
 
If you out the ACD and assign the number to a test phone, does it ring when calling the DID number? This is a first step to confirm the number is actually getting in to the PBX. If it does not, and the inbound circuit is a PRI, you can turn on D channel monitoring for the inbound circuit and see if you see the call come in to the PBX. From this you will be also able to see what actual digits are being sent in by the telco, make sure they match up with what you have.
If all this checks out, you can take a look at the IDC tables to see if the number is being converted to other digits and hence not ringing the number you think it should.
