ACD que disconnect from external switch

External calls to my ACD que are being disconnected after 3 minutes because my switch is not sending a connect message once a call is placed into que.(the external switch assumes the call isn't connected) How can I be sure my switch will send a connect message once place into que?

I work on base so these calls are actually being routed through 3 switches.......the external verizon switch via PRI to the main base switch. The main base switch then routes calls to the hospital via TIE where the ACD is. I have mointored my D-channel messages from the main base switch to verizon and when a call is placed to my ACD a connect message is never sent from my switch. NOTE: all on base calls never get dropped, all external calls get dropped after 3 minutes of being in que.
