ACD NCFW transferring to operator

I have setup an ACD (456) to NCFW to a toll free number. When I dial the extension, I am able to be transferred to the toll free number. However, if I press option 4 in the calling tree menu(which is programmed to transfer to ext.456) I am being transferred to the Operator not the toll free number. What am I missing?

Change NCFW 918889961919 to NCFW xxxx8889961919

xxxx is the Trunk Access Code.

The RLI and DMI tells me the call will go out Route 6 and will delete the 1, just sending 8889961919.

I think we did get off of topic here maybe you should change it back the way it was before with the 9 since you could dial it directly and it worked, and check the port NCOS as Tnphoneman suggested and possibly rpl for this application.
 
NCOS/FRL must be atleast a 1
