ACD mailbox to forward to external #

HI there,
I created an ACD mailbox with a good DID #. I set NCFW to 9XXXXXXXXXX (cell Phone), but it only works if I dial the internal ext. When I dial externally to try and reach the cell, I get a fast busy...Is there a prompt I'm missing....thanks
 
Our switch works the same way. From internally it works externally it doesn't.
 
The only way I can get it to work externally is by putting the ACODxxxxxxxxxx, but than of course it doesn't work internally...Am I just of luck?
 
That's how we got it to work too. I think they set them up this way to avoid toll abuse. You can probably change this but but I don't know how.
 
I only put NCFW in ACD no in CDB .
