Can someone explain to me what this ACD is for? And, how can I find out what's been using it?

This looks like an ACD that has no fumction.

The important bits are:

MAXP 1 This is the absolute minimum for a valid ACD.

NCFW.... Heres the rub. You have no entry here. This is the "Night Call ForWard" destination. It is used when there are no members logged in. As you have nothing, when the ACD is called, there will only be ring tone.
 
First print a DNB of 3998 to see if there are any agent/supervisor assigned to this ACDN. If you print the DNB and no TNs shows up, it's a dummy ACDN that does nothing like DFKSydney stated.
