You need to install QoS admission control from your win2k cd if its not already installed under administrative tools.
When installed start the QoS admission control in administrative tools then you can select a domain or add a subnet and control the flows.. Set a limit on recieve have to play with it but I think this is what you are looking for. Let me know if this was helpful.
