Accessing win2000 PC over network

I'm having a problem connecting to a windows 2000 PC from a windows 98 PC going through network neighborhood. I have the network setting set up identical to another windows 2000 PC which I'm able to access from another 98 PC but for some reason this other one I cannot. Any suggestions?

Yeah the windows 2000 PC is in a workgroup with the rest of the window 98 PC's.
 
I'm assuming you did all of the normal stuff required to join a workgroup, so I'm not even gonna think about that.

Also- assuming all of these machines are behind a firewall and/or router, and that's how they all connect with one another, can the machine that can't connect with the others pick up an IP address and/or surf the web on its own?

I guess I'm wondering if maybe the ethernet card or the cat5 cable is bad. I've also seen a few machines with both a 10/100 and a gigibit ethernet card (that's been added later usually), with the 10/100 disabled, so if you're plugged into the wrong jack you wouldn't get a signal.

If the firewall/router (or a hub also) is old, did you try swapping jacks around to see if that affected anything? Can you plug this new machine into the jack that the other 2000 machine is plugged into and join the workgroup?

If you're connected through a hub, did you check the half-full duplex switch (that may or may not cause obvious problems) on the back?
