Accessing external text file 1

On the home page of a published company intranet website (written in FrontPage), I want to place a text box which needs to show/contain the contents of an external .txt file, (as soon as the user visits the home page), which can change many times daily) and can thus refresh the next time a user re-visits. Not sure if I've made myself too clear!
 
this will create a box and put the text file in it
i think it only works in ie.
