Accessing Cognos API

After a few years with CognosScript I want to implement further developments with C# in the .NET framework.

I tried to add a reference to PwrPlay.tld which causes all PowerPlay commands being available in VisualStudio.
But when I create an object of the class PowerPlayApplication I recieve an exception because those types are not registered in windows registry.

Is there anyone with experience in using Cognos specific commands in programming languages except basic?
