Access to outside line on restricted COR

We have a COR on a specific phone that is set to outward and inward restrictions. Is there a way that a certain user could be allowed to make outbound calls without changing the COR?

They shouldn't be able to. To make sure that they can't call off-site, change the FRL to 0 for that COR.

 
Sorry, guess I didn't make something clear on this, the COR works fine but the dept. wants one particular person to be able to make outside calls on this same phone. In other words, they want to restrict it for the rest of the dept. but let this one person have outside access. Is this possible?

You can provide Authorization codes for the person who wants outside access.The code should have a cor that does not have any restriction for outward dialling.
