Access Query to Excel (forcing rows)

I have an excel document that is utilizing various crosstab queries that are timeframe driven. Basically month and year. There are various months that have no data but I need the month to appear anyway. How can I force the month row to appear even if there is no data?

2005 2006
Jan
Feb
Mar
etc...

Create a dummy month table and join the dummy table in an outer join.
