Access Error on Install

On a relatively new Windows XP system I'm getting the following message in attempting to install a program. (Installshield 3 based, if that helps, possibly some older COM issues?)

"Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."

I tried a number of things (changing settings, removing some programs, running chkdsk and so on) and still have this message. It has not happened so far on any other programs or installs.

Any ideas on how to fix this?

It is not possible for anyone to acknowledge truth when their salary depends on them not doing it.
 
Okay got it figured out. Turns out it was an old 16-bit installer and somehow I got the OS set so running those was disabled. Fixed now.

In some cases, I've found that you can modify the security settings on the folder that you are trying to install to. Ensure the account used to install the software has all the rights.
