Access Developers Kit

I used to have something call the Access Developers Kit when I worked with Access 2.0. Does anyone know if they have something simular for Access 97 or 2000?

My goal is to make executable files for someone who doesn't have access.

Yes, there is a developers package available for 97 and 2000.
