Access denied to Domain controller security policy

I would like to define Group policy I click administratortool-->Domain controller security policy have err message "Acess denined "

Is that the entire error message?
Are you logged on with domain admin rights?

One may wnat to try and log on locally as admin then you do not have to worry about what rights you have unless its a domain controller then logging in as admin on the domain will create the same effect.

I log in by Administrator but i renamed it on Server.
Error Message "You do not have permission to perform this operation" detail : Access is denined
