Access ACOD on 500 sets

i added a Third party phone line as COT
we have two types of sets configured
3902 these can access ACOD and can dial through working fine
however 500 sets do hear tone of that line when they dial access code!
but when they dial any digit it returns a fast busy tone
how can i allow 500 sets to access ACOD of COT trunk

All of the 500 sets can not dial!

Check the TGAR and TARG make sure they don't match

He said he could dial the ACOD, TGAR would stop that. I was thinking CLS like FRE or TLD maybe.

it is UNR and i tried with all other ctd cun sre fre fr1 and 2 but no luck

sorry it was TLD Thank you very much KCFLHRC
i changed tld to UNR through element manager however when i print a set in d 10 found that on TLD in CLS changing it to UNR fixed my problem
thankfully its better so i can set only required DNs to dial acod
