Access 2013 Shared DB issue

Hello, I have a DB that has a backend DB and both are configured as "Shared" databases. When I'm in it and someone else tries to get in it says, "You do not have exclusive access to the database at this time..."

This will also happen if try to open it from a different location. Help please!
 
With Access 2010 2 people can be in as long as neither has any object open in design view. I haven't used 2013 so I hope that helps.

Do all users have the rights to create and delete files in the folder containing the backend DB?

Test this by browsing to the folder and attempt to create a simple text file. Then delete it. When someone has the database open you should see a very small locking file.

dhookom, yes they do. I tried to open it from two different pc's and got the error. The weird thing is it still allows me to enter in data and save it.
