accept connection via TCP/IP

Hello. I'm using the latest mySQL on Windows 2000. I would like to know how to change the way the server accepts connection from "named pipe" to TCP/IP method. I've searched around everywhere could could not find a way to change this. Thanks for your help.
 
This is the message I received:

java.sql.SQLException: Cannot connect to MySQL server on localhost:3306. Is there a MySQL server running on the machine/port you are trying to connect to?
