Do you think that project development can be (or is being) abused by developers if there is no project manager or systems development manager present?

a lot of this comes down to a straightforward problem of nomenclature. If you're hiring a plumber, the word "plumber" says quite a lot about what you expect to get; no one can go around claiming to be a plumber because he can use a sink plunger. Terms like "expert webmaster" or even "software project manager" come with so little definite meaning attached that the hirer has no idea what they're getting.

Of course any attempt to standardise automatically bumps into the problem that highly-experienced professionals with experience really resent having to get certificates, but without tests and certificates, how can you decide, objectively, who deserves what title? And if the certificate-givers are only in it for the cash, the whole thing gets very messy.
 
Well then I guess the whole thing is very messy then.
