absence of IPHLPAPI.DLL on WIN95

Hello All,

I am a new member, and I have a question if I may: I am using the anacronistic WIN95 OS. I have all but totally removed any vestiges of MSIE from my box, using Opera instead.

I have downloaded an internal system monitor software program entitled TCPVIEW v 2.34, which requires, apparently, the IPHLPAPI.DLL for use.

The notice I received was that said DLL was not on my machine, and I need to know (1) can I download such a DLL and place it in my system folder, and (2) how does one register a DLL so that the OS recognizes it?
