Ability to view other users email?

the owner of the company is looking to over-see some emails. He's requested the ability to view every users email about 15 users.

What's the best way to acompish this? First thought was to grant him permission to everyones mailbox. then in outlook he could add users as he needs to. My concern is that his allready bloated pst file will swell as he loads these different mailboxs.

Also will the user know that the mail is being viewed?

I Usually give the boss's account access and then direct him to use webmail to check on the accounts.
 
Not sure webmail is the answer. It's important the end-users don't know he's looking at the mail. Simply going to webmail will only allow him to read mail that has been read. Not to mention he'll need everybodies password.
 
if you give the boss's account access to the users mailboxes he will be able to upen their account with his login. he can always mark messages as unread when he's done reading them.

alternatively, if his account has access to the other boxes, he could just open the other users inbox in outlook. this would not impact his pst file.

another thing to look at would be journaling, where a copy of all traffic could be sent to a monitoring box. but if it's not checked and maintained it can get big very fast.
