AA Saying "There's No One Available!"

I have the Norstar Voice Mail 4.0. I have been having problems reconnecting a voice mailbox to the A.A in the evening. When someone calls, the answering machine comes on and tells them to dial the extension. But when they dial, the voice comes back on saying "There's no one available" and then nothing happens. I have deleted the mailbox and initialized it again. The voice mail works fine with inter calls but not with outer calls with only this one particular extension. The other extensions seem to be OK and pick up on the 6th ring and go into the voice mail after hours. I was having a problem with this particular extension where it would ring and never go into voice mail. When we switched it to DND at night, it would go into voice mail then. We had to re-boot the system recently and the problem seemed to have gotten worse. Any suggestions for something I may not be looking for? Thanks
 
What is system software and exact vmail release variants?

I have had a "similar" problem recently with calls to an incoming line getting picked up by the attendant, getting a "the person you have called is not available" and then dropping back to the auto attendant rather than into the individual mailbox this line was supposed to drop into.

As it turns out there was a phone in a back office with an appearance of that line and which did not have a mailbox defined, but had call forward no answer set to forward calls to the voicemail DN at a lower number of rings than the phone that was really supposed to answer the call. Removing the call forward no answer on the back office set solved the problem.

You might try looking for a similar scenario.
