AA can't detect quick DTMF tones?

Partner 7.0 with Partner 2 port mail card in carrier. I'm having problems when caller dials 22 or 24 or 26 very quickly the system can't decode it properly. Example if I dial 22 fast it says ext. 2 can't be reached or invalid entry. If I dial very carefull it works fine. Any fix for this? System just in a couple of days and lot's of complaints. It's like the old joke that goes "Doctor, it hurts when I do this". So don't do it, right?

Who dials SO fast that touchtone detectors have problems with the digits? And then claims that it's a phone system problem? I seriously doubt many can do that. What I suspect is really happening is that digits are distorted because the calls are being made from cell phones.

Any evidence that this problem is isolated (or nearly so) to mobile phones?
 
I have verified the problem myself. I can cause it to happen when dialing in from another line on a butt set which puts out a standard strong touch tone.
 
I had a similar problem a couple of years ago with slow touch tones and fought it for weeks. The final solution was voltage drops on the AC. I installed a UPS with AVR and haven't had the problem since.
