A Small Challenge - W98 SE freezes when I select Control panel

When Contol Panel is selected the computer freezes, completely - (ctrl+alt+delete doesn't work, nor mouse - only option is to reset).
It's a P200mmx, 128Ram, 4Gb recently formatted HDD, and a fresh install of W98SE, (formatted HDD and reinstalling W98SE didn't work).
It all worked fine when HDD put into a Celeron 433. The video Card is a 4MB, which worked fine in the Celeron with the same HDD.
Is it a bios problem or what - desparately seeking assistance - PLEASE.

I recently had a similer problem i knock my 300 processor speed down from 300 to 200 now mine is working fine,

of course there are no guarentees it will work but it's worth a try

Solved the problem by taking out the graphics card, placing it in a new pci slot and reinstalling drivers on start up.

No further problems encountered.
