Supposed calls should go to route 209, which has idle trunks. However, if I dial 905-677-xxxx and trace the call, I will see it goes to route 309. Do I miss anything here? Please shed some lights...

some 905 calls do go to route 209 though.
 
Go into LD 87 and PRT the FCAS tables referenced in ENTR 0 and 1; you should find your answer there.
 
The only difference is your FCI do you really use that in your set up? If not set the values to 0. If you do, you probably need to look in to those tables to see how you have them set up. (LD 87)
 
Thanks so much all. You are right. It is FCAS or FCI setup. I checked Gene's BARS file before posting. Apparently I missed this part.

Our old systems were standalone PBX'es, and we didn't use FCAS. Good to know some new stuff!
