What can I do to get rid of this Error?

Is this the exact error you're getting?
I find it a little odd that a required .dll is an executable, or so you've put it...

Yes this is the exact Error that comes up, during start up. I am able to use all the programs, but I constantly have this error message. At about the same time, I seem to have lost my Installations logs??. I have been trying to remove some programs but I get an error saying "could not open Install.log file". I dont know if these things are connected or what is going on.

Ok. That being said, you've likely something unwanted on your pc. The only references I can find for a "16.exe" are virus-related. However, with the other message, it may be something simpler.
First off, run an UP TO DATE virus scan on your pc. If running without protection, go here and do it online for free:

Next, get SpyBot and run it:

Post back with results....

I did the housecall scan nothing came up.

I then downloaded spybot, but it wont run.

I'm not sure what problems you're having with SpyBot, but you really should follow through with the info provided by Murray, as you quite likely have the virus in the link he provided.

thanks

I have followed Murrays links, followed the instuctions, but still get the error.

I have started over again and at step
HKLM\Software\Microsoft\Windows\CurrentVersion\Run\LoadProfile
=<filename of worm..exe powrprof.dll,LoadCurrentPwrScheme.

I do not have a LoadProfile option

I have checket the next stages and everything is fine there, but I think I am missing something with the LoadProfile.

Again if you have any help to give its more then welcome

Ok. Skip over that part for a bit and move on to editing the win.ini file. That may be all there is to it in your case...

I skipped over to win.ini, and the 16.exe was refferenced there and I deleted it, and rebooted but the error still comes up. I went back to the win.ini, and the line I deleted is still gone.

I wonder if I should do the patch again? I initially did the patch from microsoft first, adn then did all this deleting.

Yes, definitely reapply the patch. I'll be looking other possibilities in the meantime.
