a mde file opens 2 times when i click a link in a html page

I see two instances of access.

The first one the switchbox is on the top left corner.

Then I get a popup. The publisher could not be verified. Are you sure you want to run this software?

When I Click on run, I get the second one. The only difference is that the switchbox is now centered.

It only happens on a machine that has office 2003 sp2 installed.
A machine that has office 2000 installed works fine.

Does anyone know how i can solve this?

IN IE under Tools, Internet Options, Advanced, Security, uncheck "Check for Publisher's Certificate Revocation" and see if that helps.

I made a html file and a hyperlink to a access file (on the local disk) and still i got 2 access instances.

When i change the display form/page from switchbord to something else. I get one access instance.
