A little bit of Help with a System Upgrade

Have a customer that I am working with where he is downsizing and is requesting an upgrade/redesign of the IPO network. Currently we are proposing to migrate everything from 5.0 to 9.0. Customer has 7 sites with a mixture of 500v1 and 406 control units, most of the design is fairly easy to pencil however I have 1 site maybe 2 that I have some doubts and I am second guessing myself, should I upgrade the IPO box or retire it and go VoIP?
Below is the summary, each site currently has either an IPO 500v1 or an IPO 406, plan is gut the IPO 500v1 and re-use as much as possible and replace with 500v2. My doubt is primarily with site 3, I lean more towards upgrading the 406 box. What do you guys suggest?

(1) Upgrade IP Office (digital/VoIP) Over 30
(2) Upgrade IP Office (digital/VoIP) Over 30
(3) Upgrade IP Office or VoIP Phones? - Currently 15 digital
(4) Replace DS with VoIP Phones @ 4
(5) Replace DS with VoIP Phones @ 2
(6) Upgrade IP Office or VoIP Phones? Currently 6 digital sets
(7) Replace DS with VoIP Phones @ 2

I would upgrade 3 and 6, is cheaper as replacing excisting phones with VoIP phones and less network traffic.
Replacing the DS sites with VoIP phones may be a good option if the network is OK but then you have no local trunks and or a 911 location if needed.
 
I second Intrigrant's response exactly. Are all sites currently interconnected through SCN?
From my experience it is always best to have a Control Unit with redundant lines onsite. At the very least it provides more opportunity to troubleshoot network issues when customer's network is down.
 
I also think of putting in a IP500v2 when you need local trunks.
If that is not needed then go for IP phones.

Additionally although I have not gotten to the nuts and bolts and priced everything yet, I am very confident that the cost of upgrading that many phones to IP phones and the associated license is going to end up being more expensive than a brand new controller unit with a Combo Card since the site already has setup with DS16 Exp Module.

To address the local phone lines issue please let me know if this idea will fly; the customer already has 12 SIP trunks at site (2), site (2) is eventually going to get a PRI. I am proposing porting the numbers from the remote sites to the SIP service. In my mind either the provider or me through the IPO will be able to segregate the SIP trunks into 3 or 4 separate groups/Line IDs and assign/port into each group the local number of the brand new VoIP site, I am hoping through this approach to solve the biggest problem everybody always has with IP telephony and remote sites here in the US: 911.
