A Group Policy question for ya.

Greetings all,
This is my situation, I have a certin user that is always accessing Windows Task Manager and will constantly poke around, stop services and always calls my asking what is this service, what is that service. What I would like to know is there a group policy that I can use to prevent the user from accessing Windows Task Manager? I do not want to disable alt,ctrl del keys, please help this guy is driving me nuts !
 
I forgot to mention that we are using Windows Server 2000 and the client computer is Windows 2000 SP4.
 
User config\admin temp\system\ctrl+alt+del option\remove task manager
