i managed a major bodge on this one, i had exactly the same problem as described by yourself. In our case this was whilst creating a lab network. I followed all the advice posted by subscribers to this great site and also the mega helpful microsoft.com (sense any sarcasm?).
in the end i had to find a working dns zone, convert it to standard zone thus creating the *.dns files, stopped the service and replaced the empty file with a chopped down version of the live network, so far this has worked...
Start and Stop the Netlogon Service is an old trick that has served me well.
If that does not work, then it is likely to be a re-install of active directory. What I would do is run DCPROMO to demote, then adjust the System Icon, Computer Name, more.. to the correct DNS name(s)
