98 SE Disk Write Error "Cannot write to drive C"

I started getting this Disk Write Error - "Cannot write of Drive C", data could be lost, on a blue screen several days ago and can't figure out how to fix. On startup I get a message saying there are disk errors and to run Scandisk but I have ran it numerous times now and it can't find anything. And I have also ran Norton several times for viruses. Would like to reinstall 98SE but can't figure out out to uninstall the current one. It is not in the Add/Remove programs. Could someone please tell me how to uninstall.
 
Get an ememgency boot disk with CD support, put deltree on it, the use it to deltree c:\windows. Ed Fair

Thanks for the response ED. Could not get deltree c:\windows to work, kept saying bad command. Ended up using fdisk and format, thanks for the link jackha. Still haven't got everything loaded back but the puter needed that anyway. Pretty scary for a rookie though. I really like this site and will visit often for tips.
