9650 No Dial Tone

I have seen several posts for this subject but none exactly like this.

We have CM 6.03 in our core.
We have a remote site with 5 H.323 9650 telephone sets.
The site does not have its own gateway.
4 of the phones at the site are working just fine. One phone boots up and shows as connected in CM but does not have dial tone. This phone can go off hook and dial but no voice is transmitted.

Our network team said since the other phones are working it must be a phone problem. However we have swopped this phone out twice. Each time we send them a phone that we have tested and is working at our office. When they get it to their office is has this problem.

Any ideas?
 
Have they checked it's on the same VLAN as the other phones and the VLAN is routing correctly?

Also, check UDP ports 2048-65535 for the RTP traffic. Wireshark the port if needs be...If signalling and registration is getting through, then its the RTP getting blocked somewhere
 
I am not a network person so I just have to go by what our network team is telling me.

The UDP port is open for RTP traffic otherwise the other phones in the office would not have worked.

We set up 4 telephone sets here at the corporate office. Confirmed that each telephone set worked correctly then shipped them to this remote office. The first phone they took out of the box did the same as before. Phone would come up and look to be working correctly but no dial tone, no voice. The 2nd phone they took out of the box worked instantly. No difference between one phone and the other as far as I could tell.

 
This may seem too simple but I've had customers call about the same problem and their handsets or handset cords were bad. When you say no voice,..did you try using the mic and speaker phone as well? If neither is working it could just be a bad phone. There are I/C's that control audio.
 
Thanks for the suggestion, but no it was not the phone itself. It worked here at the corporate office before we sent it to the remote office. It worked again when they sent it back to me.

Can you give explain I/C?
