9650 IP Phone continually in connecting state

We have a problem with a regions ip phones

Model: 9650
Continually stays in TCP Signal Status:connecting and can never complete.

Administered Type: 9650 Service State: in-service/on-hook
Connected Type: N/A TCP Signal Status: connecting


We have added the correct 242 option in the DHCP Scope
We have made sure we are connecting to the correct CLAN
He have a server to make sure the .bin file is updated

Another phone of the same type in a different region 2 & 120 connects with no problems at all.

We are stumped. Until the phone completes the connection on page 1 of stat sta xxx5254 the phone will not have any dial tone

Do you have other IP phones working in this network region? It could be a codec set problem. Make sure the codec set has a way to talk to the network region the clan or PE is in.
