9621 VPN IP Office doesnt works VPN tunnel setup:0 secs

Start the phone
sign in in VPN
sign in IP Office

In system Satus I can see how is up
run ping through VPN and phone answer

but I cant get tone, no dial, only show
"VPN tunnel setup:0 secs"
"* to program"

I click * put the code and phone restart
