9620 VPN phone

I have the 46xx VPN phones working and they would like to change to the 9620 phones. When my 9620 phone starts booting up I see it hitting my juniper and get its IP address but then gets stuck at "VPN tunnel setup: 4 sec / building VPN tunnel". My IT department says it is a problem with my Avaya switch we just upgraded to 5.2.x. Any ideas what might be holding the phone back from registering?

The 96xx devices use otion 242 rather than 176. Do you have option 242 defined?

It's not the switch(PBX), the VPN tunnel is built long before the phone contacts the switch. It's purely comms between the phone and firewall during the tunnel setup.
