911 Using ELINS

So my customer purchased this Red Sky hosted solution for E911. Seemed to be pretty straight forward setup but for some reason when I test 911 the DID station shows instead of the ELIN I have setup. I am pasting info below your help is much appreciated!

For IP sets the ECL value assiged to the TN is compaired to the one supplied by LIS or and external Discovery Manager, if these values match the set is considered to be at its home location and as long as ESA Values are assigned in the LD 15 CLID Tables they will be used.

If no ESA values are set in the CLID table or the ECL values did not match or the ECL of the Set TN is 0 then the set would be considered not at its home location and the choice would be to use the CLID supplied by Dynamic ELIN.

If there is no Dynamic ELIN the next choice is Static ELIN.

If there is no Static ELIN the next choice is ESA static DFCL.

For a video that tells you the in and outs of this look on UTube for Nortel or Avaya ESA and there is a video specificaly for CLID called "E911 Advanced ESA Caller ID".
 
Thanks bignose yeah i watched those videos already a few times and I dont have an ECL value set or ESA values and no Dynamic ELINS configured so it should be using the ERLs like i want however its showing its own DID when dialing 911.
 
When you say you don't have an ECL is it set at nothing or does it have 0 against it? I think if you have 0 against it or just remove the entries against ESA_HLCL, ESA_INHN and ESA_APDN in the CLID then the ERL static ELIN should show.
 
I have nothing set in the ECL are you saying I should set it to 0? I have akready removed the ESA entries in the CLID.
 
yes if you set it to 0 it should always skip through to Dynamic ELIN the down the chain Static ELIN then ESA

I changed the ECL to 0 and it didn't make a difference still showing the DID when I dial 911.
 
if you do a "locrpt dn xxxxx" on the set dn what does it give as a location
